Abstract

This article examines how financial literacy education can strengthen investment management capabilities and potentially support the long-term sustainability of Micro, Small, and Medium Enterprises (MSMEs) associated with the Indonesian Community Organization in Penang (PERMAI), Malaysia. Using a descriptive document-based approach, the study analyzes an international community service proposal, its identified educational needs, and relevant literature through the Resource-Based View (RBV). The analysis identifies limited investment management knowledge as a priority concern in the programme rationale and outlines an educational framework covering financial planning, investment risk, and basic investment appraisal techniques, including the Payback Period, Accounting Rate of Return, and Net Present Value. These findings describe the proposed intervention rather than empirically verified improvements in participants' financial competencies or business performance. The practical implication is the development of a context-sensitive financial education framework that may help entrepreneurs make more informed investment decisions. The study's novelty lies in integrating knowledge-based entrepreneurial capabilities with practical investment literacy within an Indonesian migrant community in Malaysia. Further programme evaluation is required to establish educational effectiveness and long-term business outcomes.
